Many Tinkers mention resources useful in modifiers or tool materials, but neglect to tell you how to obtain them. Luckily in my travels I have located many of them, so I can pass on my findings to you.

Steel Shards

Steel shards are dropped from uncommon skyslimes that have a steel core. They can also be found occasionally in skyslime or earthslime geodes, though they will not regrow. Outside of shard form, steel can also be obtained as a byproduct of iron ore, though this will not let you recreate steel shards for arrow heads.
