Adding redstone to a tool seems to increase its speed. The mining speed boost is more potent on slower tools.

Effects:

• Increases mining speed

• Multiple levels, each level increases speed a bit more

• Requires 1 upgrade slot per level

Hydraulic

Using the magic of pumps and fluids you can move things with ease. I mean you can just not in this case.

Effects:

• Mines faster underwater or in the rain

• Multiple levels, increases speed further with each level

• Requires 1 upgrade slot per level
